East Bay Community Action Program (EBCAP) is seeking two Lead Teachers to join our team and provide a nurturing and safe classroom environment for children in the Early Head Start program in Newport, Warren, and East Providence, RI. Due to the critical nature of this position to provide services to children, EBCAP is offering a two-step sign-on bonus totaling $2,500 for external applicants. The Early Head Start Teacher will oversee daily classroom functioning and guide the Teacher Associate, Teacher Assistant, per diem Substitutes, and Volunteers, utilizing Head Start Program Performance Standards, Head Start Early Learning Outcomes Framework, Rhode Island Child Day Care Center Regulations for Licensing and RI Early Learning and Development Standards. Our Head Start program utilizes approaches from the Positive Behavioral Intervention and Supports (PBIS), The Incredible Years (IY), Classroom Behavioral Management System, and the Creative Curriculum to ensure that all children have the opportunity for high-quality, nurturing, and safe learning experiences. The Teacher will plan and implement learning experiences that advance the intellectual and physical development of children promote social competence and ensure parental involvement. The successful individual must have excellent presentation skills, superior leadership, and management skills to effectively communicate with staff, parents, children, and staff. The Lead Teacher must have one of the following: Child Development Associate (CDA) credential in Early Childhood and a supervised teaching experience in an ECE setting OR Bachelors or Associates in Early Childhood Education or a related field* and a supervised teaching experience in an ECE setting. Other combinations of education and experience will be considered on a case-by-case basis. *The Rhode Island quality rating and improvement system, Bright Stars defines related degrees for early childhood education teachers as Human Development, Psychology, Sociology, Social Work, and Education. Pediatric Nursing, Home Economics/Family & Consumer Science, Physical Education & Recreation, and Child & Family Studies. The Dental Hygienist will follow through with oral hygiene procedures in accordance with treatment plans prescribed by the attending dentist. Job Summary: The RIPIN Early Intervention Parent Consultant Program is funded through the Executive Offices of Health and Human Services, the lead agency for Rhode Islands Early Intervention system. RIPIN oversees the hiring, training and placement of a parent consultant in each of the Early Intervention Programs, located throughout the state. The primary purpose is to provide the Early Intervention system with an authentic parent voice and to support, educate and inform families whose children are enrolled in an Early Intervention Program (EIP). Essential Functions: • To help the Early Intervention Program (EIP) by using the skills you've gained as a parent or primary caregiver of a child who has been in an EIP • To act as a resource to families and Early Intervention Providers • To help families by providing support, education, accessing community resources and facilitating workshops and support groups • To empower families with information and support as they transition from the EIP • To help families get more involved with the EIP and understand their important role • To represent the families in EI and their voice/perspective at various meetings • Attend RIPIN, program, and other meetings as assigned • Complete and submit all required paperwork accurately and in a timely manner • Promote RIPIN programs in Rhode Island • Accept other duties and responsibilities as assigned Qualifications Knowledge, Skills and Abilities: • Strong communication skills to speak to groups, including staff, providers and parents • Ability to work both independently and in collaboration with others • Knowledge of Early Intervention Services and the Transition Process • Ability to work across cultures in community and professional settings • Ability to work with a diverse group of parents and professionals • Ability to cooperatively work on a team • Ability to work a flexible schedule to meet the needs of RIPIN and the community • Bilingual/Spanish-speaking skills preferred Education and Experience: • Parent or family member of a child recently involved with an Early Intervention Program • High school diploma/GED required • A combination of education and skills to effectively carry out responsibilities and assignments • Community Health Workers certification preferred; non-certified incumbents are expected to earn certification within 18 months of hire date Physical Demands: Regularly required to talk or hear Regularly required to stand, walk, sit, use hand to finger, handle or feel objects, tools, or controls; and reach with hands and arms While performing the duties of this job, the employee is regularly required to climb stairs, reach, stretch, stand and bend The employee frequently lifts and/or moves up to 25 pounds Parent Consultants are required to conduct home and community visits and travel between multiple provider sites Working Conditions/ Work Environment: • May need to work in a variety of uncontrolled venues/environments • Night/weekend hours required to meet the needs of the program • Travel to any and all cities and towns in Rhode Island as assigned • Provide own reliable transportation with proof of RI minimum requirements of auto insurance The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Job Summary: The Consumer Resource Specialist will provide comprehensive phone and in-person support to families, individuals, and professionals navigating health insurance, and community resources. The Consumer Resource Specialist will ensure consumers are supported in a responsive and timely manner with a primary focus on providing information, resources, guidance, and assistance using a peer-to-peer support model. RIPIN provides ongoing training and professional development which leads to certification as a Community Health Worker (CHW). All training and associated costs are covered by RIPIN. Essential Functions: Provide daily telephone support to families, community members, and consumers regarding health insurance, healthcare access, and community resources, offering information, resources, and problem-solving to assist consumers obtain the support they need to thrive . Provide wraparound case management and advocacy to consumers with complex needs Assist consumers in understanding and accessing informal and formal dispute resolution options in health insurance. Assist consumers in obtaining and utilizing health insurance to receive health care services to meet their needs. Refer consumers to other services or public or private agencies for additional support as needed Accept other duties and responsibilities as assigned Qualifications Knowledge, Skills and Abilities: Knowledge of health insurance, Medicaid, and Medicare systems in RI High level of interpersonal skills and excellent communication skills to interact on a professional level with our diverse stakeholders, including consumers and professionals Ability to convey complex information in a clear and understandable manner Fluency (speaking, reading, and writing) in English and Spanish desired Education and Experience: High school diploma/GED required, Associates Degree or bachelor’s degree in Human Services or related field strongly preferred Personal experience navigating social, healthcare, and/or systems of care and services for self or others highly desired Experience working with diverse populations Experience with case management Physical Demands: • Regularly required to talk or hear • Regularly is required to stand, walk, sit, use hand to finger, handle or feel objects, tools, or controls; and reach with hands and arms • Regularly required to climb stairs, reach, stretch, stand and bend • Required to have the ability to lift and/or moves up to 25 pounds • Required to remain at their station for prolonged periods of time Working Conditions/ Work Environment: • Primary work location is a climate-controlled indoor office environment; however, may also be required to conduct visits in private homes, climbing up to three flights of stairs, and community locations • Flexibility for travel related to job requirements • Willingness and ability to work evenings and weekends as needed • Provide own reliable transportation with proof of valid driver’s license and RI requirements of auto insurance The physical demands and work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
